Appropriation Bills
Sections 21(a) and (b) of the Financial Administration and Audit Act 1977 provide that for each financial year, the Treasurer must present Bills to the Legislative Assembly for an Annual Appropriation Act. There are two Appropriation Bills: one for the Legislative Assembly, known as the Appropriation (Parliament) Bill; and one for all other agencies, known as the Appropriation Bill.
This year, the Appropriation Bills will combine 2009–10 Budget appropriation and supplementary appropriation for unforeseen expenditure in 2007–08. Previously, separate Parliamentary approval was sought for the earlier year’s supplementary appropriation, usually shortly after the end of the financial year. This new approach is intended to streamline the process.
The Bills provide for:
- 2009–10 appropriation to fund the cost of delivering departmental outputs, administered items and equity adjustments in that year and certain outputs, administered items and equity adjustment delivered in the previous year but not previously funded;
- supply for 2010–11 to allow the normal operations of government to continue until the Appropriation Bill for 2010–11 receives assent; and
- supplementary appropriation for unforseen expenditure that occurred in the 2007–08 financial year.
